Togfan, Goddess of Creation, is a mythical, divine being and President of Ihazon. Throughout history she has partaken in many events on the Surface, primarily in the creation of cities and development of civilizations. In many towns she is simply known as "the Mayor", and has often indeed acted the role of mayor. She serves as a counter piece to Borisdotpercy, Emperor of Nozahi.

Appearance
Togfan is observed as a tall, young, blonde woman, often wearing a tidy suit.
Most of her time on the Surface is spent developing cities, particularly Ihazon. Her strong affection and total devotion for the nation has led to her becoming the undoubted President and acting head of state of Ihazon. She has later handed over smaller responsibilities and politics to local inhabitants.
