The Über Secret Police, abbreviated USP, is a world-encompassing shadow organisation, independent from nationalities. It consists of a paramilitary force and an intelligence network that carries out the bidding of the Shadow State, the organisation's central governing unit. The organisation is funded by donations from its members; countless corporations and wealthy individuals contribute to its funding in exchange for membership. However, only a small group has significant power within the organisation. These are the individuals with a seat in the Shadow State, and may be representatives from corporations or independents. The largest contributors in the Shadow State are Ampersand Corporation, Syllabary Inc. and Lesko, all with multiple representatives each, but companies like Teges Inc. and Watr.Corp are also present with representatives.
